Emissions leak surveys are a separate, delivered capability: our software schedules each survey against the federal rule that requires it. Tightening sensitivity alone is easy. Holding false alarms down while you do it takes engineering.
Codes and scope
Written against the rule you are judged by.
Scoped to your system: API RP 1130 and 1175 under 49 CFR 195.444 on liquids; on gas, 192.706 leakage surveys and the PHMSA leak detection and repair rulemaking as it stands when your program is written. Integrity to 49 CFR 195.452 for liquids segments that could affect a high consequence area, 192 subpart O for gas transmission, 192.9 for regulated gathering. SPCC is EPA 40 CFR 112 and belongs to the facility side. Leak detection is a monitoring and alarm function, not a safety instrumented function.

Founder experience. Three pipeline operators, and Maverick Natural Resources
On a crude oil pipeline, detection sensitivity driven below 0.5% of flow within 24 hours. At a midstream pipeline operator, an API RP 1175 program run across control center, integrity, hydraulics and SCADA on a risk model weighing measured performance and management practices: $32MM of capital redirected, $15MM of low value projects cancelled. At a third pipeline operator, the leak detection strategy and the measurement manual. For Maverick Natural Resources, integrity and leak detection response on a common risk basis.
